Research question
What do federal sources say about the scope of manufactured housing energy conservation standards?
This review is limited to the federal energy standard and its stated applicability. Its unit of analysis is a rule text, definition, or agency implementation page. The distinction matters because a public program record may describe a system, geography, rule, survey population, or administrative process rather than a particular home.
Finding
The sources can support a carefully dated statement about what the publisher records and how it defines the measure. They do not, by themselves, establish a home's condition, legal status, value, eligibility, compliance, or future outcome.
That boundary is the main result of this review. A public page is useful when the research question matches its universe and unit. A local decision needs the controlling property record and, when appropriate, review by a qualified professional or public authority.
Method
We opened the four official pages listed below on September 9, 2026. For each page, we recorded the agency, page title, direct URL, publication or revision date when shown, geographic coverage, record unit, definitions, and warnings. We then compared those fields with the research question before drafting the finding.
| Review field | Entry to preserve | Reason |
|---|---|---|
| Publisher | Agency and program office | Identifies who maintains the source |
| Universe | People, homes, systems, records, or places included | Sets the population boundary |
| Unit | a rule text, definition, or agency implementation page | Prevents unlike records from being combined |
| Time | Reference period, effective date, and access date | Distinguishes the measure from the web-page update |
| Geography | National, state, local, or mapped area | Limits local interpretation |
| Version | Rule edition, table release, map panel, or download date | Makes later review possible |
We did not estimate a new total, inspect a home, identify a resident, interpret a contract, or decide whether a property meets a requirement. No private property files or MobileHomeBiz analytics were used.
Reproduction steps
Start with the primary program page and write down the program name exactly. Follow the publisher's links to definitions or technical material. Save the access date and any displayed release, effective, or map date. If the source provides a table filter, map layer, downloadable file, or record identifier, preserve the selection in words rather than relying only on a screenshot.
Next, create one source-log row for each statement you plan to publish. Copy the unit and universe from the documentation. Keep missing, suppressed, preliminary, and not-applicable values in their original state. Do not convert them to zero. A second reviewer should be able to reach the same source and explain why it fits the question.
If two pages use different periods, geographies, or definitions, report them separately. Do not calculate a difference or trend until those fields match. Record any judgment or inference in a separate note so it cannot be mistaken for agency language.
