Draft the change with a reason
Record the current rule, the proposed rule, the reason, and the effective date. A change without a reason invites distrust.
Route the draft to the manager or owner for approval.
Send the notice and allow questions
Record the delivery method, the date, and the question window. Keep a log of resident questions and the answers.
Do not announce a change after it takes effect.
Publish the final rule
Record the approved text and the effective date. Replace the old rule in the community file.
Review the register quarterly.
